how com Apple store blocks all updates if you have tried to purchase and there is insufficient money on your card in stead of just decline the purchase and leting you still update your free apps this is very inconvenient

It may be that you actually owe the iTunes Store a small sum for a purchase that was delivered, and for which payment could not be taken. Withholding updates until you resolve the arrears seems reasonable to me.
