If I'm understanding your post, you're unable to open or start up your iPhone.

What happens if you try to tap on Exit Diagnostics on the screen? If nothing happens and the phone does not respond, try the steps outlined in the article below. Let us know if you're able to get it started.
If your iPhone, iPad, or iPod touch won't turn on or is frozen
