It is still trying to charge me for an app I own on another device. Will it charge me if I proceed?

I own an app on my device and have family sharing turned on with my wife and daughter. When I try to download the app on their devices, it is showing the cloud app download icon but when I press it, it prompts me to pay the $15.99 again. Will it actually charge me again?
