Simultaneous Use of WiFi & Cellular Data

Since upgrading to iOS 11 I am not able to use WiFi & cellular data at the same time.

This is a big problem for me because I don’t have internet other than a cellular unlimited plan. The bottom line is I can no longer stream to Apple TV. I also can’t work with multiple apps without having to switch WiFi on and off.

Any thoughts on why this change was made and is there a way to work around this?
