VO-F8 - won't open the VoiceOver - reset option

I need to reset VoiceOver to factory setting, but not able to do it.

I am on MAC Sierra - 10.2

The article recommends using this method Resetting VoiceOver is done via the VoiceOver Utility Control+OPtion+F8

but nothing happens, and Reset utility won't open.

PLEASE share how to reset VoiceOver to default manufacture setting

- it would be great to have an option to reset VoiceOver from VO utility rather than quirky work around
