iOS 11.1.1 updated successfully but stuck when updating Icloud settings

My iPad updated to the new iOS 11.1.1 and now can't pass by the "Updating iCloud". I can't use the iPad now at all. Any ideas how I can complete the set up?

iPad Air Wi-Fi, iOS 11.1
