I cannot dial out or receive calls after update

I cannot dial out or receive calls after updating phone to 11.1.1. I’ve updated the carrier and restarted phone. I have an iPhone 6. Please help!

If you're with AT&T they had/have a nation wide outage. If you're not with them suggest you contact your phone carrier.
