iPad Task Bar/Fav Apps bar

For the last few weeks when I start using my iPad the bottom apps bar (the ones that stay there locked( is either totally missing or in the mdidle of the screen superimposed over other apps. I restart The iPad, it works for one cycle...then right back.

Any clues?
