Why isn't my phone letting me update to the newest software?

Every time I go to upgrade my phone, I get a message that follows... why does this happen if I am connected to internet?

Unless you have an iPhone 5 or 5c, you cannot install iOS 10.3.3 anymore.

If you downloaded iOS 10.3.3 but never installed it, it is now no longer being signed by Apple. You will need to delete the update from Settings->General->Storage & iCloud Storage->Manage Storage, and download the newer iOS 11.1.1 update instead.

Delete the 10.3.3 update from Settings->General->Storage & iCloud Storage->Manage Storage

With that done, go to Settings->General->Software Update, and let it find the new update. Once it does it should offer to download and install it.

How would I install the new 11.11 update If I can not find it on manage ?
