IOS 11.0.3 issues

I’m having issues with my update, it was just fully updated to the current update today. I haven’t been able to make a phone call since or even receive phone calls. I have also rebooted my phone and I noticed a weird line on my screen similar to previous glitch in older iPhones I’ve had. My 6s plus is a month and a half brand new so i’d Like to know if anyone else is experiencing issues with their phone calls! And what can we do to fix this!
