I live in Serbia, Europa and buy iPhone 8 plus in USA week ago. Now I come back and activate my device and I can’t to take Buber application. On my device, there is no country Serbia. What I should to do?

Please help me, to finish my Apple ID and tell me how to take Viber application. Thank you
