I want to browse my purchased apps to redownload some! How? I used to be able to... but now with whatever came right before 11.0.3 I am unable to. No idea when this functionality changed :-/

You can still do so, if using your iPhone tap on your id/icon top of the App Store app and tap Purchased on the popup
