Appleid Recovery without trusted device or Mobile number

Hello,

I do not have access to my old iPhone and I have surrendered the phone number which was associated with appleid for two factor verification.

Is it possible to recover the access to the apple id through my registered email-id and recovery email-id? Currently i have created a different appleid, but I need to recover the data backed up on icloud with the old apple-id. If recovery is not possible, is it possible to at least delete all the data for ever?
