Try using chat.
Apple Support by e-mail or chat Select your device, Battery, Power and Charging, then Power adapter not working to get a chat option. If you need to talk to them, ask them if they will do a Skype or FaceTime with you.
iCloud storage would not appear on your iPhone , except in Settings->Account(top of serttings)->iCloud.
Buying iClpus storage has no effect on you iPhones physical onboard storage.
With that said, blurry pictures may be due to a bad internet connection, so they don´t get downloaded to the iPhone correctly. No amount of iCloud storage would fix this.
Have you tried signing out of the device, briefly, then sign back in?
i bought 50GB of extra iCloud storage as my phone said it was nearly full. But the extra storage isnt showing after turning on and off??
