i bought 50GB of extra iCloud storage as my phone said it was nearly full. But the extra storage isnt showing after turning on and off??

My photos and videos have stopped appearing correctly (going fuzzy). I’m travelling for 6 months so don’t have a phone number the Apple team can call to reset the iCloud storage. Need help!
