Photo Live will not shut off

I've got a 7 (even though it only gave me the option of selecting a 4s and a 6 which both I possess also) and have done the latest update, I believe 11.1.1 I have tried rebooting but I believe this is a bug issue with the photo app. Also, I've noticed that the flash automatically is on so I have to not only turn Live off but have to turn the flash off too. First world problems, I know....but annoying nonetheless.

Anyone have a resolution??
