Upgrade of phone last night from 7plus to X. left X on charge and connected to wifi over night, Apps still not loaded. I have not initialized the X with AT&T as I had this same problem going from 6 to 7Plus and it impacted my workload as i need access to my apps for work. Can find nothing on this.

What do you mean you haven't initialized the X with AT&T? your new phone needs to be activated with AT&T before you can use or set it up.
untill I go to the AT&T Website and type in the phone number, the X will not recieve calls and am not doing that until i have access to my passwords - I have restored to factory and restored from encrypted backup and none of my passwords migrate.
initialized X to see if that was the problem...still no passwords
