I can't update my iOS because my phone says I need to wait until it's finished restoring from iCloud but it doesn't seem like anything is being downloaded. Can anyone help? Thanks in advance!

If you're sure that there is no content restore in progress, go to Settings > iCloud > Backup > Stop Restoring.

Thanks for the link. I looked at it and I don't quite think that's my problem? My phone has already been restored (I think since i don't see any of the notifications mentioned (restore incomplete/items won't restore) and when i'm in the Software Update of my settings underneath a grayed out "Install Now" button the message reads "You can install this update when your iPhone is finished restoring from the iCloud backup." Thanks again in advance for your time.
