What would be the best OS available for an early 2008 Mac pro, 2 x 2,8 GHz Quad-Core Intel Xeon, running now on OS 10.8.5 Mountain Lion ?
I mean the best compatible one with the hardware, without slowing down the machine too much. Mavericks ?

I saw your other Topic and understand you don't like the graphics. But since Mavericks is no longer available in the AppStore and you do not meet the specs for Sierra/High Sierra. El Capitan is the only choice left.
I would "second" macjack's recommendation for using El Capitan.
One thing to try, just in case doing so does not meet your needs, is to consider first cloning your Mac Pro's system drive. Then install El Capitan (I would recommend a clean install), and then, run the desktop for awhile to see if works for you. If not, you can always restore the clone back to Mountain Lion.

Note that your old MacOS version does not have Recoverymode so you can't use that method
