Did you purchase this music with a different Apple ID than the one you are using on this iPhone? If so, you will not be able to download those purchases. They would have to be repurchased with the ID that you are using with this phone.

Go to settings down to music make sure iCloud music library is on green.

Are you using the same apple I'd & password?

If you have paid for the albums you can just download again from iTunes

If you are using the same apple I'd You will not be charged again.
