High Sierra and Spotlight not recognizing running application

Since the upgrade to High Sierra on two separate Macs (one a Macbook Pro and the other a Mac Mini), I have a program, SQL Developer (called SQLDeveloper.app in Applications), that when you start it from Spotlight, the first one starts as expected. If you use Spotlight again to call that application to get focus on it, instead a second copy is started. I can never use Spotlight to 'focus' on a running version of this program. The SQL Developer application is at two different version on the two Macs, so the problem is not related to changes in it.

MacBook Pro (Retina, 13-inch, Mid 2014), macOS High Sierra (10.13.1)
