2 greyed out apps, springboard and hashtagimages. apple advised to restore factory settings as they couldnt help. tried this but get message inable to connect to icloud. am i missing something?

I have no idea. Something about location and iOS 11, blah, blah. Just sounds like data usage in the background that we are having to use and pay for!
