Sync iTunes between work and home computers

At work, I am using iTunes for Windows version 12.7.1.14. At home, I am using iTunes for Mac, latest version. I use the same Apple ID on both computers. My iTunes library at work has 280 songs. My iTunes library at home has 509 songs, which include the 280 at work, plus many more.

Can I get my iTunes library at work to match my iTunes library at home, with minimal difficulty? I think my iPhone currently has only the songs in my Windows iTunes library. One I get all 509 songs into the Windows iTunes library, I'll hook up my iPhone to it and get all the songs onto the phone.
