iOS 11.1.1 Issue - "Update" tone randomly plays with no notification

Ever since the the 11.1.1 update to remove the A? issue, my iPhone 7+ keeps randomly playing the "Update" notification tone. There is no notification anywhere.

I did some digging and realized this was an old bug in previous iOS versions. I have tried those steps to no avail.

Did the old bug come back or is this something new all together?
