Why my iPad do not upgrades to ver. 11.1.1 it shows ver 10.3.3 and it tell me that it my ipad is up to date. my wife ipad it has upgraded to the ver 11.1.1?

That's a fourth generation iPad. It isn't capable of running iOS 11 or newer.
