Replacement Watch Defective too

I had my Apple Watch sent in for repair - the battery swelled and the face popped off (known defect). Received my replacement watch today and now this one is defective too - it won't turn on/power up. I called and got the "send it back in and we'll send another" spiel - but is it too much to ask for a replacement to be done at the Apple Store? Why are the stores not equipped or empowered to provide a (working and legitimate) replacement? Has anyone had any luck with getting a replacement at the store? Would love to hear how to go about it.
