new os yet. is this the reason?

why does my ipad pro and iphone 6 say it is hooked to internet but pnly works once if i shot off and turn back on or whenever it feels like workingwhile my motherinlaws iphone 5 is working fine. she hasnt updated to new os yet. Is this the problem

Have you tried any troubleshooting?

Restart: Press On/Off button until the Slide to Power Off slider appears, select Slide to Power Off and, after It shuts down, press the On/Off button until the Apple logo appears.
Reset: Press the Home and On/Off buttons at the same time and hold them until the Apple logo appears (about 10-15 seconds).
Restore: Connect your iPhone to iTunes on your computer, backup, and then select Restore to Factory.

I forgot to mention that it is doing the same for iPad Pro as well as MacBook. And it’s only when I’m hooked up to xfinity (Comcast). That’s what I have at home. It works everywhere else.
