My iPhone 6s says that facetime is restricted I’m not sure how to fix it because I went to the App Store and it said that I had FaceTime and when I try to open it wouldn’t let me.

Where are you located and where did you buy this phone? FaceTime is restricted in many Arab countries. If you bought yours that had been purchased in one of those countries, then FaceTime is restricted regardless of where else the phone is.

It appears there is a restriction set up on FaceTime to disallow use, set up by you or the account holder of your device and/or Apple ID
