Hello,
I'm asking on behalf of a friend who has had her account disabled, and cannot remember her security questions.
To make matters worse, her Hotmail email address associated with the account has been deleted by Microsoft due to inactivity, and cannot be remade as they do not offer @Hotmail.co.uk accounts anymore.
Does anyone know if there is any hope at all?

I am almost positive that your post was what I term a "Phantom Post" - which I have not seen in quite a while, but were once VERY common.
As you know, "they" are renovating the ASC "house" without turning off the power or water... maybe that's it.
Next step for your friend -- Contact Apple for help with Apple ID account security - Apple Support.
This will lead through a short triage ending with ways to contact Apple other than getting email
