Since ios 11.1.1 incoming calls go straight to voicemail and I cannot fix.

My 5s updated to iOS 11.1.1 last night and now all incoming calls go straight to voicemail. My Do Not Disturb is NOT turned on. I've tried turning on Airplane mode and then turning it back off. I've reset the network settings. I've both turned in off and then back on AND done a hard shutdown with a reboot. I've been scouring the net all day trying multiple fixes and nothing has worked. And just a minute ago 11.1.2 became available and I'm downloading it now - which I hope fixes this instead of creating even more problems. Anyone else having their calls go straight to voicemail after downloading 11.1.1 and know a fix?
