I'm getting a MacBook Pro 15" 2017 model. Is it possible to connect two ThunderBolt Hubs (like the CalDigit T3) to two different ports on the Mac simultaneously? Or One ThunderBolt hub and one USB-C hub simultaneously?

Make a list of all the ports you think you might need, then go shopping for one dock that could supply all or most in one device.
several manufacturers have what they believe to be the ultimate dock that has "all the ports you could want" in one device.
One of each or a pair of the same should be fine.
It would be best to ask this question of the manufacturers. I've never tried it. I don't know if anyone would spend that kind of money to add more ports.
The one the OP has chosen is certainly one of them. I've used most of them.
