How do I get rid of the eligibility checker suspension?

I’ve been trying to order a new iPhone 6s Plus. When it was time to give my phone number, billing address, and ssn, I kept accidentally putting in the wrong billing address so I got this (pictured). It’s been at least 5 hours since I was given the “60 minute suspension”. Why is it still there even after an hour?

I spoke to a worker at Apple and he said that there’s not really anything they can do about it, but he thinks that the best option would be to try to leave it alone for an entire day and then try again and see if it works
