iTunes won't allow me to include my previously owned music to iCloud playlists

I have songs on my MacBook that I have loaded from other media, cd's etc. When I try to include this music in an iTunes playlist that is saved to the cloud, it messages that the music can't be included in the playlist or added to the cloud. How do I get my music onto my iCloud playlists?

Thanks

MacBook Pro (Retina, 13-inch,Early 2015), macOS High Sierra (10.13.1)

It's not clear if you have a paid Apple Music subscription.

If so, you need to sync your local iTunes library, which has this external music in it, to your iCloud Music Library.
