Apart from changing its password what else have you done i.e. have you also logged out and back in : What to do after you change your Apple ID email address or password - Apple Support ? If you have, contact iTunes Support and see if they can/will re-enable it : https://www.apple.com/emea/support/itunes/contact.html

Did you ever get it fixed? I am having the same problem.
No fix yet. Will keep trying to fix. Keep me posted if you find a fix.
Had to schedule a call with Apple to get them to re-enable my Apple ID. Took about 10 minutes on the phone. Not too bad.
I cant do anything with my apple id. It says “apple id is disabled” every time i do anything. ive tried changing my password many times but it still doesnt work. How to i reenable my apple id?
