I upgraded my iPhone, and restored from a backup. Everything else has been brought across except all of my photos.
The photos are on my iCloud account as they are on my Mac also.
Is there a way to get my phone to grab them from the cloud to put them on my phone?
AirDrop from Mac to iPhone isn’t working.

If you were using iCloud Photo Library, the photos were not included in your iCloud backup since they were already stored in iCloud. If you signed into iCloud with the same Apple ID you were using before, then based on your screenshot, the photos should be downloading to your iPhone (which it says it is). If there are a lot of photos, this may take a while.
There’s around 900 photos and I’ve always used the same Apple ID.
It’s been almost 2 weeks since the upgrade - I didn’t think it would take that long
What do you see in the Photos app? Any sign of downloading there?
No, nothing at all
Try Settings/Your Name/iCloud and slide off Photos syncing. Wait a few minutes and then slide syncing on.
Last resort - have you tried signing out of iCloud and then sign back in?
