Question: keeps asking to review billing information

im trying to update an app, which should be free, and it keeps asking to update my billing information. When I do update my billing information its "declined" despite the fact that ive used the same debit card t purchase in-app on another game before. Point being: it should be free to update my game, and my debit card was accepted before but is being "declined" now. what do I do?
