I am setting up phone how can I set up with pin and not icloud password

when setting up a new phone with the iOS 11 feature I scanned my new device and was given the option to set up with pin, but have since lost that option, how do I get that back? Its an old phone that I had before and do not know or have access to the email or remember the password but all my pins have been the same.
