How can iWatch 3 messager work when not connected via Bluetooth or WiFi

I got my wife an iWatch series 3 non cellular and she can still send me messages from the watch when her phones’s Bluetooth is off and none of the involved devices are on WiFi. My series two is not capable of this. Is this a new feature?
