Not receiving notifications from apps in iOS 11.1.1

I am using iOS 11.1.1. I also just had to have the battery replaced in my iPhone 6. I have noticed that I am no longer receiving notifications from apps on my lock screen (NY Times, CNN, HuffPost, etc). I did not change the settings.

I have rebooted my phone several times. I have also gone into each of the apps (via Settings -> Notifications ->) and turned notifications off, then back on. I have also changed the settings, all in the hope of reviving them. In each case, banners are still selected as well as show in history.

NY Times started sending me notifications but not CNN or other news apps (including Apple's News app).

Is this a bug in 11.1.1? Or should I put my iPhone in recovery mode and reinstall the iOS?
