dwnld 10.13 now won’t boot. have only dullish white screen. HELP! please.

Took many, many hours to download the “FREE UPGRADE” to OS 10.13 from my 10.12. When it finally finished the installation, I was left with a blank dulling while screen and no means to boot up. What do I do, please?
