how do I down grade my OS from High Sierra to Sierra?
I am having a problem with Epson printer software for High Sierra.
How do I downgrade my OS so that I can use my printer again?!

You will need an archived installer for Sierra as Apple has replaced previous Sierra purchases in the App store with High Sierra and Sierra is no longer available from Apple there.
All that aside 10.12 and 10.13 are for the most part identical. If you are having issues with your printer in 10.13 you were not having in 10.12 see this article
