iBooks Author vs Pages for media rich ePub books?

I want to make a media rich ePub book for sale. I've tried iBooks Author but it is very limiting, for e.g. I can't drag headings (chapter headings) around a page. Using Pages ePub template seems better. Is there any reason not to use Pages to create an ePub?
