Why won't new apps downloaded to the homescreen and moved to existing folders stay? When I release them, they return to the last position on the home screen.

Do you have restrictions set to not allow changes to account?
1. Press & hold lightly the icon you want to move.
2. When icons are wiggling, drag it over to a folder, wait for folder to expand then release it.
I've had folders since my first iPhone and do know how to create them and move apps. I have tried to move them very lightly and with full pressure but neither works! Very strange.
