Hello, my father has lost his sight due to Mac Degen and I am trying to help him with his iPad and voice over.
He can dictate an email but would like to have it read back to him before he ends it and we can't figure out how to do this, any help out there on this?

I'm not sure if you already found a solution.
But on my iPhone 6s (with iOS 11.1.2) I use VoiceOver [1] to get a read back of all displayed text.
For EMails, Messages and all kind of text input I find the VoiceOver Rotor [2] very useful. Here you can navigate through the text and have it read beck to you at whole, by paragraph, word by word or even char by char. This is very good for instance if you want to check for spelling mistakes etc.
