A list of open tabs from thIS device ALSO appears at the bottom of the Safari wind

I show a list of IOS 11 Safari Tabs which open on other Ios10 devices, & a DUPLICATE LIST of safari tabs open appears on the ipad I am using, plus the identical duplicate list as square tiles just above it.

However no list OF OPEN TABS ON MY IOS 10 device populates ANY ios11 open tabs. There is no reciprocity in safari when it comes to open tabs in ios11, yet bookmarks, notes & messages sync To IOS11

i even did a clean restore/reinstall with all updates via iTunes. Ios11 Safari doesn’t sync open tabs on devices.
