Question: After High Sierra upgrade, Mail will not open

After upgrading to High Sierra (10.13.1) on my early-2013 MacPro, Retina, 15-inch, Mail does not open, but displays a dialog box with "Mail can’t open because you don’t have the necessary permissions to change the folder where it saves information." The Mail folder in my user Library has a minus sign on the bottom right.

When I open the Get Info box on that Mail folder, my permissions are Read & Write, but the Name field is stuck on "Fetching...". I have tried switching permissions to Read Only, and then back to Read & Write, didn't help.

How do I get my Mail folder set up correctly?
