ios 11 ringtones on phone, but not showing in itunes

I am trying to sync custom ringtones to my phone. I had some on my phone but wanted to clean up the list so I deleted them in iTunes and synced 4-5 times to try to get them off my phone. They no longer show up in iTunes (which is what I want), but they are still listed on my phone. How can I get them off my phone so I can clean up what I have?

Update: I copied one file and it cleaned it up.
