Contact Apple ID Support to see if they can help. They may not be able to. If they can't help, take the devices, the original purchase receipt, and a photo ID to the nearest Apple Store. Worst case, you will need to create a new Apple ID. Unfortunately, all purchases will be tied to the stolen ID, so you will need to download everything again.
