Every time I start Safari in the same session it comes up with the last visited website and not my Homepage.
When I shut down my MacbookAir and start it again, Safari shows the homepage.
MacBook Air (13-inch Mid 2011), OS X El Capitan (10.11.6)
Check Safari/Preferences/General to make sure 'Safari opens with' is set to New window.
