The App Store is country specific.
If you are signing in to the store for your country it would not be requesting a postal code since it would know there are none for your country.
If you are signing in to the store for a different country, there is nothing you can do, as that different country does use postal codes, and would require it for a valid Billing Address for a payment method from that specific country.
You cannot use a billing method for a different country to the country for the store you are trying to sign into.
I live in the Caribbean and I thought science the island is technically part of holland I entered their postal code and it worked!!!
Contact Apple Support team online and explain your problem, and they should be able to solve it:

If you live in Canada are you trying to sign into the Canadian iTunes Store. Or another countries store?
What I'm asking is if you are trying to access the app store for the country you live in?
Well... I don't exactly live in Canada it's just that where I live isn't listed in the options so i don't know what to do now.......
I don't think so.... I'm new to all of this apple stuff so I have absolutely no idea what I'm doing.....
If it's not listed in the options, that means there is no app store serving your country. You can NOT use a store serving a different country.

where i live we dont use postal codes but i cant sign in to the app store without one what do i do???
